【英語によるシラバスは以下に続きます】本講義では、ICJ（国際司法裁判所）/ICTY（旧ユーゴ国際刑事法廷）及び外務省国際法局での実務経験のある教員と一緒に、国際法がどの様に用いられ、また活用の余地があるかについて、国際社会の現在進行中の様々な事象に照らして考えていきます。「基本に立ち帰る」方針の下、国際法の基本を指定教科書を用いて抑えた上で、重点分野について（初回の授業で説明）更に詳しく扱っていきます。またメディアリテラシーを高めるためのワークショップも行います。

西南学院大学と東京外国語大学の間の協定に基づき、両大学の学生が共に学ぶコースです。英語レベル含め履修の目安についてはシラバス最後の項目（履修上の注意：Other Comments）を参照してください。

International law serves as a common language in international relations and global governance. Its understanding is essential in grasping how the world order has been shaped and is being challenged at the same time. It opens up a valuable horizon for anyone interested in thinking about the world in these turbulent times.

This course aims to equip the participants with the basic concepts of international law covering a wide range of issues. Through the prism of the instructor's experiences in the international legal practice at the International Criminal Tribunal for the former Yugoslavia (ICTY), the International Court of Justice (ICJ) as well as the Ministry of Foreign Affairs of Japan, the course puts a special emphasis on the ability to apply the concepts "in context" through interactive discussions.

***This course is also offered to students of the Tokyo University of Foreign Studies (東京外国語大学)in a hybrid format, pursuant to the agreement concluded between the two universities. Students at Seinan are expected to bring their own PCs to each class. ***

授業の概要Course Overview

This course will be conducted in an interactive manner. Participants are therefore expected to actively participate in the class discussions upon reading the assignments before coming to each class.

Through the prism of the instructor's experiences in the international legal practice at the International Criminal Tribunal for the former Yugoslavia (ICTY)(2000-2002), the International Court of Justice (ICJ)(2002-2005, 2009-2012) as well as the International Law Bureau of the Ministry of Foreign Affairs of Japan (2012-2014), the course puts a special emphasis on the ability to apply the concepts "in context" through interactive discussions.


We will not only explore basic concepts in international law but will also pay particular attention to how historical, political, economic, cultural and other factors and contexts inform the international law-making and its enforcement. Prior knowledge of international law will be an asset but is not strictly necessary.

In case of online teaching, we will use live online meeting system.

履修上の注意Other Course Information

本講義は大学間協定に基づき、東京外国語大学の学生と協働して学ぶ機会を提供します。以下、履修の目安について記しておきます：

・本講義は知識投下型ではなく、ショートプレゼンテーションや、テキストの理解・授業中のディスカッションを通じて、国際法の基本的な考え方を深く体感し、学んだ経験を英語を駆使しながら将来実社会に生かしていく素地を作ることに主眼があります。

・担当教員のバックグラウンドである国際法・紛争解決の実務に基づく実際的な観点を多分に取り入れ、国際法の概念の理解だけでなく、歴史、政治、経済、文化その他の文脈がどの様に国際法の生成と実施に作用しているかを自分の問題として理解するために、プレゼンテーションとQ&Aを行い、広く国際社会に対する関心を養います。

・英語のレベルとしては、TOEIC550〜600点前後あれば十分挑戦可能だと思いますが、授業は全て英語で行いますので開講までに聴く力を磨いておくことを勧めます。毎週課題を準備し授業に臨むことで、国際法を英語で理解するのに必要な読解と要約力は驚くほど身につきますが、スムーズに授業に参加できる様に、NHKラジオ講座等を毎日聞くなどして十分にウォーミングアップしておくことを勧めます。第一回目の授業で課題の取組み方について解説します。

・参加者は普段から互いに連絡を取り合い、協働して課題に取り組むことにチャレンジします。
